The new building for the Rottweil District Office consists of a five-storey long building and a four-storey low building. The first four floors will mainly house offices and meeting rooms. The ground floor will also house the vehicle registration office, while a further floor will house the integrated control centre (ILS) for the fire brigade and the ‘DRK’ (German Red Cross). The 4th floor will house two meeting rooms and a cafeteria. A green roof garden will be created on the roof above the 3rd floor of the ‘low-rise building’, which can be used for work and as a recreational area during breaks. The basement will house technical and storage facilities.

In preparation for the new district office, the 10-storey tower block built in the late 1950s, the associated low-rise building and the adjacent round building will first be demolished. The existing underground car park will be retained and connected to the new building.

In order to meet the sustainability objectives of the ‘Landkreis Rottweil’, the structure is designed as a timber hybrid structure, consisting of reinforced concrete and timber components. Consequently, a timber load-bearing structure has been developed, which is supplemented by reinforced concrete elements at appropriate points. The basement, parts of the ground floor and the bracing building cores are made of reinforced concrete. Timber-concrete composite slabs are used for the slab structure.
